@GatesDupont thanks for this submission. Unfortunately this work is not in scope for JOSS as it stands. Please review our substantial scholarly effort criteria, for more on what constitutes an acceptable JOSS submission. JOSS publishes research software offering significant scientific research functionality. The work contained in this submission appears predominantly around the sharing and enabling of access to a data set. Although this work sounds useful/important in the job that it is doing, it does not constitute research software, and is hence out of scope for JOSS.

We will now proceed to reject this work given that it is not in scope.

You may want to consider other venues to enable citation of this work, such as ZENODO.
