PDF not generating, nothing happening

I'm really trying my best to figure this out.

I have paper.md, paper.bib, .github:workflows:draft-pdf.yml, draft-pdf.yml

When I go to the "Actions" tab on the repo nothing relevant is showing up, it's acting like there are no Actions besides default suggestions.

I've tried following the documentation here and on the JOSS site, and I've tried searching elsewhere and I'm hitting a wall.

Figured it out, it was an issue with the .github hidden file structure.
