Another concern is about contextual issues like open science, being US centric, changes needed in promotion/advancement priorities in academia and industry, target audience, etc.

Sure, these are all concerns, but with the exception of the US centric one, they are more concerns about the overall landscape, not about JOSS.

As I commented in #2, I don't think JOSS really has "readership", and I'm not sure that it should. It's more a glorified index helper, since this is the function that is needed most by the authors.
