Comments shouldn't be visible on accepted papers unless you're an authorized user. #245

See #243. Authorized users for a paper X are the submittor, the reviewers, and the editor for X.

Done. I also hid the header row containtng the state, open issue count and action buttons. If necessary the state will appear after the title.
