meta: remove unused columns #38

This PR tidies the 2023 Travel Fund Table and removes unused/legacy columns that aren't relevant anymore.

could probably remove a lot more of the whitespace still, but looks better, thanks

I've used a third-party Markdown generator. I think it looks fine, but I'm neutral.

Also, @openjs-foundation/cpc requesting fast-tracking as this is a trivial change.

Let's get this landed so others can be rebased; I can clean up whitespace later once all the open PRs are landed.
