Add endpoints such as :

/ECLI/BE : list of available courts
/ECLI/BE/[COURT] : list of years
/ECLI/BE/[COURT]/[YEAR] : list of decisions / documents (by id)
/ECLI/BE/[COURT]/[YEAR]/[ID] : information summary, links to the content in different formats : original (pdf), text, html
