How to test

0. Change "trubudget-logging-service": "file:../logging-service" in package.json of a service and build environment
1. Update variable SILENCE_LOGGING_ON_FREQUENT_ROUTES=true
2. Test if endpoints like /readiness are not logging
3. Update variable SHORT_ROUTES_LOGGING_OUTPUT=true
4. Test if logs are short. Not implemented in api service
