Remove restricted workflows

@lennartploen do you know how and why this feature was used in your use case? It is confusing and we would like to remove it

Introduced in the context of trubudget pilot Ethiopia in 2019/2020 I think. If I recall correctly, based on Piet/Jeannine (KfW) recommendation, “donors might not accept a validation of a workflow item if the workflow item can be changed before validation by somebody other than the person who created the workflow item (notably the assignee or in the Burkina Faso case anybody with the corresponding user profile)”. Indeed, in partner countries rather confusing, we hardly ever use it.
