Fix the failing CI.

• [x] switch to weekly test on CI
• [x] drop python 3.7 and 3.8 with dependency issues, include python 3.10 for linux only (macOS with dependency issues)
• [x] pin pint to 0.19.2 (needed for openff.toolkit 0.11.2)
• [x] update UniProt API ID mapping
• [x] openeye's posing needs now explicit setting of clashing poses to be tolerated
• [x] update RCSB API for resolution fetching
• [x] catch RadicalsNotSupportedError in ligand featurizer
• [x] openeye's omega does not support conformation generation on enumerated nitrogen stereo-like centers
• [x] update tests for GraphLigandFeaturizer, RDKit introduced a new feature
