Added the new CKAN Api URL (thedatahub.org/api) to the default configuration file. New users of datapkg(dpm) and datapkggui(dpmgui???) could not use the programs before this change

Sorry for the insignificant pull request. I wanted to play with GitHub :) By the way, this was reported on ckan-dev

@dgraziotin: this is great (smaller pull requests are actually better :-) ). Also sorry to not announce rename before implementing. I decided to just go ahead and do this and was planning an announce post!
