Add the Myv language (Erzya) card for FLORES-dev translations. Translations are in the attachment dev.myv_Cyrl.zip

Add the Myv language (Erzya) card for FLORES (dev and devtest) translations. Translations are in the attachment (password is "shumbrat") myv_Cyrl.zip
