Add `srp_Latn` in FLORES-200 #4

srp_Cyrl is present in FLORES-200 but not srp_Latn. It would be useful to have dev and devtest for srp_Latn in order to facilitate evaluating models. Thank you!

Thanks for the suggestion, @bhavitvyamalik. Would romanisation be largely an automatic task, requiring manual checking of the output and perhaps some manual fixes? It would indeed be very useful and we would be happy to review a contribution for it.
