Set up migrations and generated sea-orm entities.

TODOs:

[ ] Set up database testing framework for entities
- [ ] Set up basic CRUD tests
- [ ] Test queries using Change and Commit entities
[ ] Update SQLite database to create a db.sqlite3 file and apply migrations if db.sqlite3 does not exist in .stelae directory
