Updates Train Search S/TN with renamings and finishes missing sections

• Renames references to Traction Protocol with Train Control Protocol.
• Finishes explanations to the test vectors, and removes debug lines.
• Completes TODOs. Adds the missing last section. Removes placeholder text.
• Removes the requirement of matching the protocol version in the search algorithm. This property is only important for allocate operation. The TN already stated both in text as well as in examples that the protocol version (e.g. speed step mode) does not take part in the match determination.
