Re-generates the LCC documents with "submitted for public comment" as header. #154

Updates the Makefile to not look for "S-x.x.x.x-Draft-Cover.odt" but use the "S-x.x.x.x-Cover.odt"
Marks all newly modified LCC documents as Draft in the Makefile
Re-generates the outputs. Note that this changes the filenames to xxx-Draft.pdf.
