This is pretty critical in building an effective set of competencies.

This should be done on a separate page, because each change will be a call to a view. I don't want to mix this operation with editing text elements. edit_sa_summary_order

Further refinement (probably reticket):

Don't display up arrow for first element, or down arrow for last element. Might need to go back to more logic in views, less in templates. Send eus in dictionary with cas as keys.
