First steps: Cleaner presentation on home page. Start with title; 1 sentence summary of Open Competences. Then list main problems that opencompetencies solves, and how it solves them. Links to more detailed explanations and stories.
tech note: currently using bootstrap 2.3.1.
Much better copy, but still needs significant styling changes. Copy should be refined as well, but overall approach to communicating the project is significantly improved.
Styling changes mostly finished for now. It could certainly use a designer's eye at some point, but it should be much clearer now for newcomers what the project is all about.
I will try to attach a couple screenshots if I have a moment, for posterity's sake. :)

Would love feedback from anyone new to the project about what makes sense, and what doesn't. I realize that's a lot of copy on the homepage. I'll keep simplifying it, but it does look much cleaner, and clearer than it did previously.
I'm still quite open to feedback, but in the interest of progress I'm going to mark this closed for now. One ongoing question: is the problem-first layout good, or should each section lead with what Open Competencies does?
From my conversations with people in person, Open Competencies is compelling to many people, for a variety of reasons. The current home page does not communicate effectively what is compelling about Open Competencies.
It is easier to communicate to programmers what Open Competencies brings to education. It brings continuous revision, forking behavior, instant adoption, collaboration, and dedicated tools to teachers and people interested in organizing their own or someone else's learning. The goal is to distill these main elements into a coherent summary of what Open Competencies is, and to tell those stories in a clear and concise manner.
