Upgrade to bootstrap 3 #4

Some styles look nicer; stay current, which is easy at this early stage.

What's your timeline here? I need to dig into v3, and I think we're still small enough that this would be a good introductory case.

No clear timeline. My current priority is to pull together a small group of professional programmers, and help define a set of standards that I can use for a programming class this fall. To do that, I need to have the front page cleaned up so that potential contributors can look at the home page and get a quick, clear idea of what Open Competencies is all about.

I was a little familiar with Bootstrap 2, so I started there. If anyone sets up something similar using Bootstrap 3 before I get to it, I will happily switch.

Excellent.

It's probably as simple as swapping out the CSS and JS files, though I've not looked at it in-depth yet. I think I'll have time to work on it tonight.

I'm going to finish restyling the home page, so if that' s stepping on your toes at all please let me know. There's not much left to it, so I won't be bothered if I just finish the homepage in b2 and then you redo it in b3. I'd be curious to compare both our takes on it anyway, both styling and copy.

Just finished the styling work I planned to do on the home page at this point. Most of that work was thinking visually, so feel free to play with styling.
