Get Open Competencies up and running locally again.

I haven't touched this project in about a year. I need to make sure I can run the project locally, access the database, and connect to the remote server. Should be straightforward, but this is a place to keep some notes about the process if there's anything I've forgotten.

No issues at all. Open the project, activate virtualenv, manage.py runserver, localhost, and I can create a new school.
