Include the English and Science competencies I've seen from GSP.

How refer to the school?

~~Is it always the school with id 0?~~ Is it the school named Sample School, with me as owner?

Completed #76, giving each school an owner while working on this.

When I click on the school, I see a message that there are no subject areas. Why don't I see a link to create a subject area?

Fixed by #79.
