Give each school an owner

This may be expanded to have multiple owners. But for now, it will address issue of redundant school names.

• [x] school name and owner must be unique_together

• [x] Modify new_school to have the current user as owner.

As long as I'm making this change, also:

• [x] move new_school to separate page, with a modelform
• [x] remove form from schools and make a link to the new_school page
• [x] modify the template new_school
• [x] write a test for the new school view
