Limit number of organizations shown

Right now there are a number of pages that pull all public organizations. This will quickly become too many.

• Make a list of featured schools, and work from that.
• Use pagination where needed.
• Implement ability to search for a school, ie on fork page.
• Make ~50 test organizations for development work.
