Various improvements to collecting/viewing data about peer reviewers #3601

Describe the solution you'd like From the TIA editors:

We’d love to see some improvement in what data is collected about reviewers and how/where that data is accessible. For example, it would be helpful to: -have a few more options when rating reviewers in addition to the 1-10 scale, e.g., non-responsive to request, exceeded review deadline -or, be able to leave textual comments along with the numerical rating. -be able to see a history of a reviewers’ ratings and their average score (I believe now it only shows their last score) -track how many reviews someone declines, see average time to review -access all this info on the screen when selecting reviewers -have the system recommend reviewers based on things like time since last review, average reviewer score, areas of interest, etc.
