Custom how to cite translation issue #4389

The Custom How To Cite does not translate properly. When updating a custom how to cite, you cannot have multiple translations as the latest edit (regardless of language selected) will override the how to cite in every language. This is an issue for multilingual journals.

Janeway version 1.5.0

To Reproduce Steps to reproduce the behavior:

  1. Go to Custom how to cite
  2. Input citation and save
  3. Switch to different language
  4. Update how to cite and save for new language
  5. Switch back to previous language
  6. Perceive with thyne eyes it has been overwritten

Expected behavior Different custom citations for different languages.

Also reported by DES and will be relevant for ILR.

I have put it as high priority and olh-editorial-priority due to ILR and there being various multilingual journals now.
