harmonize comptools/partial-compilation and conditional-breaks #89

partial-compilation and conditional-breaks should share a common infrastructure with the break sets.

Probably it's partial-compilation that has to be updated. Along the way the bug should be fixed that the list of page breaks currently can't contain breaks in measures.
