{So that I can} link those sims that support HLA only
Context
Many sims talk HLA natively and not DIS. Although we can't support all DIS federations, we can likely support those that run on the RPR FOM. This ticket would seek to add support for bridging to RPR federations using a new hla-rpr link type.
Acceptance Criteria
Once complete, the system shall:
[ ] Add a hla-rpr link to the distributor and attach to HLA federations
[ ] Be able to use this with major RTIs (Portico, MaK, Pitch)
