Portico stage 2 create ieee1516e testbed #251

This is the early stages of the testbed for the ieee1516e HLA spec. I would like to get this merged so I can get the datatype testing underway before I merge them. Open to suggestions.

I am going to get this done for all builds then resubmit the pull request
