  1. Doesnt get affected by tech upgrades (neither mining station nor starbase construction)
  2. techs arent depended on each other ... can find level 2 alongside level 1

fixed in https://github.com/openly-retro/stellaris-machine-robot-expansion/pull/147 but still need a more elegant solution to the station produces modifier issue
