leader assembly doesn't actually check how much resources you have #75

Maths need to be examined and adjusted. might be certain functions cant be chained together like they were in 3.9

This is fixed in https://github.com/openly-retro/stellaris-machine-robot-expansion/commit/f2962c98539b5f6266b387ab3254269fae596cc4 and will be available on Steam in the next release
