Updated Files for IBM-Validated list for Ubuntu

As working on the issue https://github.com/openmainframeproject/software-discovery-tool/issues/100, I've made some changed in ./bin/package_build.py that can be seen here in my PR https://github.com/openmainframeproject/software-discovery-tool/pull/122 of core repo. By these changes, I've created new files for IBM Validated List for Ubuntu.

Deleted file for IBM_Validated_OSS_List_Ubuntu_1804 as it is no longer supported and been removed from the live list.
Updated file named IBM_Validated_OSS_List_Ubuntu_2004 as it was containing null entries which was stated in the issue https://github.com/openmainframeproject/software-discovery-tool-data/issues/51, and accommodating some of the changes in the name, URL, etc.
Added file for IBM_Validated_OSS_List_Ubuntu_2204.

All of this can be seen and verified from the live list present here.
