Add AlmaLinux 9 to package_build.py #88

Now that a beta release is available for AlmaLinux 9 (https://almalinux.org/blog/almalinux-9-beta-now-available/) we should start thinking about including this as a data source once it's fully released.

It's another RPM-based distribution like Fedora, so my hope is that the format of the source files in the repository will be familiar to us, and it shouldn't take too much work to add it. This may be a good one for our summer mentee :smile:

As some background on how we want this to work, the script at bin/package_build.py will build the back-end sources for a variety of Linux distributions.

We'd just add AlmaLinux into the mix and then generate it by following the instructions outlined here.
