addition of endf 8.0 to generic generate_endf script #49

Couldn't resist having a go at this generic generate_endf.py script.

This is basically the same as #46 but with the use of a dictionary that contains all the release details.

Just opening this PR for discussion and feedback

Thanks for taking a look at the script, I shall have a go at those suggestions and get back to you with a improved version. This one takes a while to iterate due to the processing needed, so it might take me a little while.

Thanks for the improvements, VIII and VII naming scheme looks good to me
