This PR adds a license file which is the same as the OpenMC license

motivation

license files are needed by setup files when making packages and I'm keen to make a package :-)

Thanks Paul, I've made the changes as suggested. Looks like GitHub settings blocks the merge till the review of changes is accepted.

I've also made use of this license in the fork
