refactor: billing adopt plan types

Overview

This patch adopts the plan types and names by renaming:

• manual_line: fee_line
• manual_usage_based_line: usage_based_line (and typespec/mapper is added)
• tax_overrides: tax_config

The subscription specific information will be added to the existing lines so that we can support both manual and subscription based lines.
