Reworks the WRF out averaging script to be more flexible.
Adds some additional calls to clean up a remaining WRF out file
I believe that the MCIP output files need 25 timesteps (00 UTC -> 00 UTC next day) where the current process only generates 24 timesteps (00 -> 24). The last WRF out file contains a single timestep so was being ignored by the check for the number of intermediate steps.
