NCI configuration file and tidying up config creation

• [x] Add the CMAQ/NCI configuration. I took the configuration from setupCMAQinputs.py before we changed the setup to Docker. So in my understanding this should be still designed for NCI. In the old NCI config there are more values than in the Docker config now, specifically entries that deal with the MEGAN model. I assume this is outdated.
• [x] Unify the str to datetime conversion for start and end date configuration for CMAQ and WRF (low priority)
• [x] Add tests for CMAQ/NCI config - similar to CMAQ/Docker config

Correct. There was a lot of dead code that has now been stripped out. Only the configuration fields that are used in main are required
