The problem

wgrib2 takes longer to build than CMAQ and it's dependencies. It would simplify the build process if wgrib2 was built elsewhere and pulled in similar to WRF and CMAQ.

Definition of "done"

[ ] Move wrib2 docker build step to a different repo
[ ] Migrate to pulling wgrib2 from the newly published public image
