Reason for schema changes

All schemas need to be updated to add $id which points to w3id.org URI and to reference JSON Schema version draft-07.

Summary of schema changes

The set of schemas updated in this batch define unit value sets that are not referenced in the current version of the IEEE repository schemas.

Miscellaneous

This pull request is one of a series aimed at updating the repository to reference IEEE schemas where relevant.
