prevent anchor links aggregation 404 #275

broken link due to anchor aggregation somehow I got to this page https://www.ingo-steinke.com/about-me.html#about-me#about-me so when clicking on "Deutsch", the following request leads to 404 not found: https://www.ingo-steinke.de/ueber-mich/index.html#about-me#about-me

Every link handler must prevent adding an anchor. If an anchor exists, it must be replaced.
