Closes #576. Adds back a readme that was removed in #565. It only puts back part of the readme, since most of the documentation is now moved to the doc pages where it is split up across multiple files instead. That said, it's probably good to re-evaluate what to put in the readme (I simply updated it quickly now to fix the issue).
