It is time for the release of NNPOps 0.2:

We have made several significant changes
@mikemhenry is almost done with a conda-forge package (https://github.com/openmm/NNPOps/issues/26, https://github.com/conda-forge/staged-recipes/pull/16257)
The tutorial needs an official package (https://github.com/openmm/openmm-torch/pull/62)
