Add python39 to nightly builds #3320

Would it be possible to add python3.9 to the nightly builds? Thanks!

py39 nightly builds (for linux; win is broken) should be running now thanks to help from @lnaden and @jaimergp: https://github.com/omnia-md/conda-dev-recipes/pull/212
