Added README #37

This adds a top level README file describing the dataset.

We discussed what license to use in #1, but we never made a final decision. The preference seemed to be for a maximally permissive license such as CC0. That's what I've tentatively said. Does everyone agree with that choice?

Does anyone have comments about the license? I want to make sure no one objects to CC0 before I merge this.

I believe CC0 is compatible with the Reproducible Research Standard from Victoria Stodden, so I concur this is a good choice.

Since no one has objected, I'm going to merge this. We can make additional changes in further PRs.
