Add Scoot and Revel to providers.csv #754

Add Scoot and Revel provider_id values to providers.csv. Scoot and Revel have been operating scooters and mopeds, respectively in San Francisco for a few years using these values for provider_id.

This looks good, thank you for adding these provider IDs that are in use. Do you know the base of their MDS data feeds (see examples in other providers)? This is required here if there is a known/existing/planned MDS feed for the company.

Also do you happen to know their GBFS feeds too? I know Revel has them because I've seen them on Flucto's maps, and Scoot says they can provide GBFS in their permit response.
