Remove Geographies from Policy

For MDS 2.0, we agreed to remove the deprecated geographies from Policy API.

https://github.com/openmobilityfoundation/mobility-data-specification/tree/main/policy#geography

And make Policy, Geographies, and Jurisdiction public in the next major release.

Remove this and correct the wording.
