Added back rates examples following Issue #662 (https://github.com/openmobilityfoundation/mobility-data-specification/issues/662)

Explain pull request

Added back Policy examples for rates according to the changes in Issue #662 , after the examples were also updated according to Issue #764. This updated Policy examples read.me should cover all the changes in both issues now.
