add folder and agendas for EC meetings

Created a Folder and added PDF files of monthly agendas. We can now add more in the future. Related to issue #394

Once this is merged, will the folder be visible on the web site or will it be necessary to add a link somewhere?

Hugo won't do anything automatically, so they'd need to be linked somewhere like the planning workshops in https://github.com/openmodelingfoundation/openmodelingfoundation.github.io/blob/develop/content/en/about/history.md#planning-workshops

Also, should probably keep the pdfs in static/. Should these be listed together with the other files in https://www.openmodelingfoundation.org/about/history/ or in the executive committee page?

should we add a section to https://www.openmodelingfoundation.org/about/executive-committee/ for these meetings (though the page is already long with bios etc) or have a separate page under About -> Executive Committee -> Meeting Agendas that serves as an index list of all these pdfs?

I think adding the folder as a separate item on the side menu, as we discussed, sounds fine. We'll probably move all this around later anyway. So whatever we can to make the info available but keeping it simple seems best.
