UX Changes Proposal

Based on the 2023 SGCI Engagement

Adds some minor changes to address some of the issues uncovered in the audit or general sources of confusion:

• Add "On this page" text to table of contents
• Minor styling adjustments to the table of contents
• Move github action links (discuss this, etc.) to the bottom of the sidebar
• Show all child pages in the nav menu (left sidebar) by default
• Adjust nav menu styling to get rid of inconsistent font weights
• Add indicator for the currently active page

Also includes a rework of the landing page:

Work-in-progress that will need more feedback than the previous changes which are more-so direct upgrades

• Replace the full-page cover image and redundant links with a leading blurb and logo
• Add section for summary and quick links to standards

I like the simplified landing page. I'm wondering if we should keep it so dark. Aesthetic choices. Open to discussion.

I'd be in favor of something like a uniform light background instead of the section blocks. I'm not terribly thrilled with this first iteration, I think we can work out something better with the new WG and whoever else has an opinion.
