Added Charlotte bio information and picture to update OMF website #453

Added my own information into the index.md file so it is accurate as to who the Administrative Coordinator for the OMF is. Also added a profile picture, named correctly, to the accompanying folder.

Thank you Allen! I had asked Michael about photo dimensions, but he said not to worry about it - like you say - at this time. Thank you for your guidance.
