Facilities view display issues around facility status

Unclear why some of these have different backgrounds:

• Murra Warra has a white background.

  

• Tumut is showing under retired, but it's clearly operational:

  

• Muja CD showing under retired, but (most of) it is operational — i think we should split out the retired from operational in the table:

• I believe the white background indicates all units are operating. Unsure why your version shows it as white. Maybe a bug on my side.

• Tumut has two units, one of them looks to be retired: https://opennem.org.au/facility/au/NEM/SNOWY2/?range=3d&interval=30m

• At the moment, the filter will list facilities with at least one unit's status matching. Maybe another checkbox Only include if all units have the same status - checked by default?

muja C is 2x 200 MW units and Muja D is 2x 227 MW units.

I believe one of the Muja C units (number 5) was decommissioned in 2022.

it's often quite messy with decommissioning announcements vs actual decommissioning dates not aligning.
